ChatGPT Free Unlimited: What’s Still Limited

“Unlimited” is true — for one thing. Here’s everything around it that still has a meter

OpenAI removed the message cap on free ChatGPT in August. Then it kept limits on almost everything else, published no numbers for them, and started asking you to trade ads against limits. Here’s the fine print in plain English.

The short version

ChatGPT’s free plan now has unlimited everyday text chats, but only for text. File uploads, image generation, voice and data analysis each keep separate limits, OpenAI has published no numbers for them, and turning ads off lowers your message limits. Think runs on the same lowest-cost model, not the paid one.

You know the feeling. A headline says the thing you use every day just became unlimited, you feel a small burst of relief, and you stop rationing your questions. Then, three days later, the app tells you that you’ve hit a limit on something you were sure was included.

That gap between the headline and the fine print is exactly what happened here. In early August, OpenAI announced that free and Go users would get GPT-5.6 Luna as their default model with unlimited text chats. Every headline said “unlimited.” The same announcement also said limits remain for “file uploads, images and other tools.”

I read the announcement, OpenAI’s free-tier help pages and the ads policy side by side. Nothing here is a scandal, and the free plan really is more generous than it was. But there are five places where “unlimited” stops, and knowing them ahead of time is the difference between a useful free tool and a frustrating one.

Is ChatGPT free really unlimited?

For everyday text chats, yes. OpenAI’s free tier FAQ says free users have “unlimited everyday text chats, subject to abuse-prevention safeguards.” The rate limit that used to make you wait for a reset is gone for ordinary typing-and-reading conversations.

Two words in that sentence carry a lot of weight: everyday and text. Nothing in the documentation defines what counts as everyday, and nothing says what triggers the abuse safeguards. For most people that won’t matter. If you use ChatGPT for hours at a stretch, or you automate anything, you’re the person those words were written for.

What’s still limited on free ChatGPT: 5 limits

1. Files, images, voice and data analysis have their own meters

The help center is direct about this: file uploads, image generation, voice, data analysis and other tools all have separate usage limits. You can chat all day. You can’t necessarily upload all day, or generate images all day, or talk to it by voice all day.

⚠️ The catch

None of those limits comes with a number in OpenAI’s documentation. ChatGPT tells you when you reach one and shows the reset time inside the app, so you learn the limit by hitting it.

2. The Think button is the same model, thinking longer

Free and Go users got a Think button for harder questions. It’s useful, but OpenAI’s help page is specific: Think “uses GPT-5.6 Luna, not GPT-5.6 Sol.” Free users also can’t pick the Medium, High, Extra High or Pro thinking levels. Think also sits under the same abuse guardrails as everything else.

In practice, that means Think can help with a tricky email or a spreadsheet formula. It’s not the tool that paid users are getting for hard reasoning work, and you shouldn’t judge ChatGPT’s ceiling by what the free version does.

3. The unlimited version comes with ads

According to OpenAI’s ads policy page, ads may appear for Free and Go users, and Plus, Pro, Business, Enterprise and Edu accounts don’t get them. Free users can switch to an option called Ads-Free — but it comes with lower message limits, and “some tools may be unavailable, such as image generation or deep research.”

Put simply: unlimited chats and no ads don’t come together on the free plan. You pick one. We walked through exactly where that switch lives in our guide to turning off the new ads inside ChatGPT. OpenAI says ads aren’t eligible to appear near health, mental health or political topics.

4. The newest free model only works in the desktop app

In late September OpenAI released the GPT-6 family. Its announcement says Free and Go users can access GPT-6 Luna “in the desktop app.” That’s the whole sentence. Notebookcheck reads it as desktop-only, and in the regular chat window you’re still on GPT-5.6 Luna.

What I couldn’t confirm. Notebookcheck reports that OpenAI has not published a usage limit for GPT-6 Luna on free plans — neither a number nor a statement that it’s unlimited. The free-plan help pages I checked describe GPT-5.6 Luna and don’t mention GPT-6 Luna at all. Treat “free GPT-6” as real but unmeasured.

5. “Abuse guardrails” is undefined

The word “unlimited” in every OpenAI page is followed by a qualifier about abuse — “abuse guardrails” in the announcement, “abuse-prevention safeguards” in the help center. Neither says what behavior triggers it or what happens when it does. It’s a reasonable thing for a free service to have. It also means “unlimited” describes normal use, not a contract.

What you can actually do with the unlimited part

The good news is real. Text is what most people use ChatGPT for: rewriting an email, summarizing something long, planning a trip, explaining a contract clause, brainstorming names. All of that is inside the unlimited part, and all of it used to run into a wall on a busy day.

If you’ve been paying for a second subscription only to avoid running out of messages for text, this change is worth a fresh look. If you’ve been paying for image generation, file analysis or voice, it isn’t — those are exactly the tools that stayed metered.

💡 A cheap way to learn your real limits

Run your normal week on the free plan and note the first time each tool says you’ve hit a limit. That message includes the reset time — which is the only number OpenAI gives you. If the same tool stops you twice, that’s your signal it’s the one worth paying for. If you’d rather avoid signing up for anything, our list of free AI tools that don’t ask for your email covers the alternatives.

The honest limitations

This guide is only as good as what OpenAI has published, and that has gaps. A few things I checked and couldn’t pin down:

Exact caps. No number for images, uploads, voice or data analysis on free plans, and no number for the Ads-Free version.

Deep research. OpenAI says it may be unavailable under Ads-Free. I couldn’t find whether the regular free plan includes it or how often.

GPT-6 Luna limits. Not published for free users, per Notebookcheck’s reading of OpenAI’s materials.

What counts as abuse. Not defined anywhere I could find.

Everything above is as of September 29, 2026. OpenAI changes free-tier terms often enough that the ads policy, the model lineup and the tool limits could all look different in a month. If a rule here doesn’t match what your app shows, trust the app.

Who should actually care

Worth switching back to free if: you mostly type questions and read answers, and you were paying to get past message caps.

Maybe not if: you rely on uploads, image generation or voice several times a day — those meters are still there, and you won’t know the number until you hit it.

Skip the free plan if: you need the stronger reasoning models. Sol and the higher thinking levels aren’t included, and Think isn’t a substitute.

Frequently asked questions

Is ChatGPT really unlimited for free users?

For everyday text chats, yes, subject to what OpenAI calls abuse-prevention safeguards. File uploads, image generation, voice, data analysis and other tools have separate limits, and OpenAI hasn’t published numbers for them.

How many images can I generate on free ChatGPT?

OpenAI doesn’t publish a number. The app notifies you when you reach the limit and shows when it resets. Under the Ads-Free option, image generation may not be available at all.

Does the free plan include GPT-6?

Only GPT-6 Luna, and only in the ChatGPT desktop app. In the regular chat window, free users are on GPT-5.6 Luna. OpenAI hasn’t published a usage limit for GPT-6 Luna on free plans.

Does turning off ads change my limits?

Yes. OpenAI says the Ads-Free option comes with lower message limits and some tools may be unavailable, such as image generation or deep research.

The bottom line

Free ChatGPT got better where most people live — text — and stayed metered everywhere else. “Unlimited” is accurate for typing and reading, with an undefined abuse clause attached, and it’s only available while you accept ads. That’s a fair deal. It’s just a smaller one than the headline.

Do this one thing: for the next week, use the free plan for everything you normally do and write down the first tool that says you’ve hit a limit. That’s your real answer to whether you need a paid plan.
